Venus in aspect to Neptune
Neptune supplies longing and dissolves outlines; Venus supplies affection and the sense of what is beautiful. Their contact produces romantic idealism of a high order. Love is imagined generously, compassion extends past the point most people stop, and artistic sensitivity, particularly for music, film and colour, is often outstanding. Devotion comes easily. The difficulty is accuracy: the person seen may be partly a construction, disappointment follows in proportion to the projection, and sacrifice can become the default currency of relating. Beauty is experienced as something close to a spiritual matter rather than a preference.

The soft aspects (trine or sextile)
A trine or a sextile gives romantic and artistic sensitivity that functions well. Kindness is genuine, the aesthetic sense is refined, and creative work in any medium involving atmosphere comes naturally. Love includes a spiritual dimension without losing the plot. Because the gift is easy, it may stay a pleasant quality of temperament rather than being trained into work that would carry it further.
The hard aspects (square or opposition)
Square or opposed, idealisation and reality separate. Partners are seen as they might be, rescue and self-sacrifice enter relationships uninvited, and clarity about what is actually happening can take longer than it should. Money can be equally hazy. This is workable: the pattern is learnable, and what survives the disillusion is usually a compassion that has become accurate as well as generous.
The conjunction
Conjunct, love and longing merge completely. Affection is unconditional, beauty is felt as something almost sacred, and the artistic capacity is considerable when it is given a form. Boundaries in relationships are the lifelong subject. The placement gives more than it can afford and finds that natural, so any structure that limits the giving does more good than a resolution to be careful.
Reading it in a chart
The orb settles how strongly this shows: a contact within a degree is a defining feature of a chart, one at the edge of the orb is a colouring. The signs the two planets occupy change the manner, the houses change the arena, and a third planet touching either of them can change the reading entirely.
