In plain words
In 2028, Mercury appears to move backwards three times, in Aquarius, Gemini and Libra. Each spell lasts about three weeks. Mercury stands for how you think and talk, so plans, messages and travel need a second look. Nothing is forbidden: back things up, read it twice and expect slow replies.

Reading 2028's retrogrades in your chart
The degrees above are what matter. Cast your chart and find where they fall: that house is the area being re-covered, three times over. A natal planet within a couple of degrees of a station gets the retrograde's full attention — Mercury will pass it going forward, backward, and forward again.
